It's a negotiating position. None of the candidates is saying send them home but they need to ensure that UK citizens living in the EU are also considered.

According to Migration Watch website, UK citizens living in the EU are safe anyway, as they are protected by EU law.

Any action to remove British citizens currently in EU member states would directly contravene Article 19 of the EU’s Charter of Fundamental Rights, under which collective expulsions are prohibited. The collective expulsion of foreigners is also forbidden under protocol four of the European Convention on Human Rights, Article four of which reads: “Collective expulsion of aliens is prohibited.”

International law also guarantee the rights of Britons living and working in EU member states - and EU citizens living in the UK - although Conservative leadership candidates don't appear to realise this.

Under a principle enshrined by the Vienna Convention on the Law of Treaties 1969, withdrawal from a treaty releases the parties from any future obligations to each other but does not affect any rights or obligations acquired under it before withdrawal.

The Daily Telegraph has been saying the same thing.

British expats have nothing to fear from Brexit. Despite warnings and fears, Britons living elsewhere in the EU would be largely unaffected in the UK withdraws from the EU, as the Vienna Convention on the Law of Treaties 1969 would come into play. It contains articles that are based on ‘acquired rights’, which individuals build up over time and hold despite any changes in future treaties enacted by their nation.

Withdrawing from a treaty releases the parties from any future obligations, but does not affect any rights or obligations acquired under it before withdrawal. Therefore, freedom of movement rights would be honoured for all those citizens who reside in other EU nations prior to any Treaty changes. This works both ways, and would prevent any government from deporting migrants who came to the UK under the old system.

Of the available candidates I think I prefer Leadsom, she was pro Brexit so makes more sense to me.
I dont care about her past, all politicians are shady bastards so it matters not.
