I'll start it off. Some of the changes are just trying to clarify situations. Legally it's all a bit ambiguous depending on the wording, being advisory, should/should not, or do/do not.
Much of what has changed has the look of making things more dangerous for pedestrians & cyclist, so not great. In a nut shell, there are motorists & cyclists that should never be allowed out on the highways, serial offenders that should be permanently banned.
