I saw that too when it happened. Gave me the impression someone off screen was giving them a naughty show.
Courtney looked over there a short bit before, then at this moment (2 seconds in) appeared to say to the cameraman "You better move or he's gonna", but I couldn't make out the last word. She then seemed to describe to the caller what she saw, and the hand to face gesture looked rather telling
. 19 seconds in she's looking in that same direction...She seemed concerned the cameraman would be too close to the action
Could have been put on for the caller, but I'm not so sure, considering she took notice to someone before this bit... Maybe someone having a wank infront of her. Must be hard to control your arousal when near the Tugwell.

I don't think it's anything to do with the caller. She seems firmly distracted towards something off the phone.
If you look at the video 5 seconds in when the cameraman moves her head out of shot, then right at 6 seconds in she leans right forward, followed by her laughing and jokingly wiping her face, it's as if she's just seen something elsewhere in the studio.
