Something tell's me cold showers for a certain someone lol.
From what i have been reading Arrow does get cut when its shown on Sky but when its shown On Demand its uncut and the +1 version of show was still cut.

Sky+1 is just an hour off set of Sky One - same channel an hour later repeated so there would be no reason for it to have changed.

Blu Ray/Dvd of tv series are left uncut as Hannahspet pointed out its because of the watershed as to why some tv show's are edited, its the same with films as well and also because they want to cut down the running time of a movie to fit the time slot.
