Also Ofcom publishes its Broadcasting Code, Broadcasting Code Guidance and Program Related Guidance in clearly labelled logical places:
http://stakeholders.ofcom.org.uk/broadcasting/broadcast-codes/broadcast-code/
http://stakeholders.ofcom.org.uk/broadcasting/guidance/programme-guidance/bguidance/
http://stakeholders.ofcom.org.uk/broadcasting/guidance/programme-guidance/

but for reasons known only to Ofcom they choose to put todays new "guidance and detailed findings" on the watershed in the Consumers section
http://consumers.ofcom.org.uk/parents/
(actually you have to drill down to http://stakeholders.ofcom.org.uk/binaries/research/tv-research/ofcom-for-parents/prewatershed-tv-programming.pdf)
instead. This may be intended for program makers, though it is actually an expaned analysis and write up of the Media Tracker survey above. A quick look suggests a complete absence of any clear guidance to program makers.

Worsening standards: Far more people were concerned about repeats than sex (15% to 2%, page 21)

The top 4 things that made teens uncomfortable or offended regardig pre-watershed programing were:
Sexually explicit content (7% of all 768 teens surveyed)
Offensive language (4%)
Violence in general (4%)
Nakedness/naked body parts (2%)
(page 13)
BUT that is a measure of squirm factor, NOT what people think should be banned, or even a measure of what they have seen.

The top 4 categories of prewatershed show actually causing concern to teens were:
Film (7% of all 768 teens surveyed)
Soaps (6%)
Reality (5%)
Drama (4%)
(page 14)

So when teens are asked that ACTUALLY causes them concern, its films and Mums soaps.

I'm happy enough that serious news programmes concentrate on news, not tits. Smile

Just a random question here....what the f*** happens when a member from OfCom gets a boner?? Do they hide away and have a crafty or do they punish themselves for being human?? Maybe they need to take a reality test?? Everyone has animal instincts, its been with us since the dawn of time...we are all f***ing horny at some time in our lives..surely?

If you think Ofcom is bad you should look at what the Parents Television Council do in the US, they got the Playboy club cancelled because they though it was pornographic without ever watching it!!

And I thought it was common knowledge that a position on the Ofcom board means castration prior to you being appointed.

They ring round the other members and convene a meeting. They have a lengthy discussion about previous boners and boners they have heard of. They conduct surveys and compare previous boners. Then they decide what they decided last time, that it is OK as it is in context, provided it remains covered up and just implied. Finally they publish the result.
