I'd observe that the picture quality on this channel seems to have gotten worse, and it wasn't that brilliant to start with...
It would seem no one has taken into consideration camera signal differences. That part of the world likely uses PAL-M meaning 29.97 frame rate so effectively NTSC in real terms (indeed many believe PAM-M isn't used anymore and certainly Colombia is NTSC nowadays)
You can see, when it's not a blocky mess, that there's ghosting on any movement which goes to show that the correct frame rate conversion to PAL (namely 25.00 frame rate) isn't being applied. This doesn't even get into the depths of colour space either - I'm just talking about the basics of the video.
The webstream also suffers from incorrect frame rate adaption even though that's actually progressive but again no one is apparently taking into account frame rate variance and so ghosting is present there as well.

We all like watching the channel and the lovely lovely women on there. But if this is the sort of quality we have to deal with it does rather detract from the viewing pleasure...
