She should have it tested for STD's, and to see if she can find out who it is, and have them arrested.
That's a crime, regardless of any diseases the person might have. Pretty sick. Don't see how she would laugh it off, unless she thinks it's cool to send someone semen or any other bodily fluid in the mail.
