So why don't the members pick from all candidates? doesn't sound very right.

Supposedly, it's to offer the two candidates who have the most support of the MPs, rather than just being able to pick someone who only 3 people voted for. I mean, if Leadsom wins, that's going to be tricky, but if Fox had won with much less support, then the rules would probably get changed back to just the MPs.
