No he doesn't have any rights.

The Oasis album in question was released in 1995 and at that time he did still own his own songs, so could sue for copyright infringement. He doesn't own the copyright to his songs anymore.

^According to a polling expert Rishi Sunak's approval rating is the same as Kier Starmer, so I couldn't see the Tories doing anything stupid by removing a 3rd PM.
