Ofcom might not be able to do anything about it straight away. First someone would have to make a complaint, then they would have to check if the complaint went against the broadcasting remit that channel owners recieved their license under. I haven't got a clue how the license for Party Girls is worded, but if the channel was granted a license to broadcast adult oriented material and premium chat lines then unless nudity was specifically prohibited they can always claim that semi-nude girls constitute a part of their remit. Ofcom would probably warn them as to their future conduct and recommend that the channel's licence be worded more carefully, all of which could take weeks or even months leaving the broadcaster (Cellcast?) with a reputation for pushing the boundaries and a bunch of good publicityon forums like this one. If that's the case, it's a no lose situation.
