click on the guys name to go to his profile
see the part that says Reputation click on the part that says rate(it will be in bule writing) to a a rep

To add to somebody's rep you can either click on the green number under the persons user name at the side of their post which will open a window with the persons 'rep' once at this page click on the 'rate user' button at the right of the screen
You can click on their user name (once again this will open a new window) then scroll down to where it says reputation then click on "rate"
Hope this make some kind of sense
