^ Unnecessary, in my opinion. Looks a little (no offence to whomever designed it) cheap too. But, it's only a header - not the be all and end all. Harmless.

Most celebratory banners and things like that usually don't make it to the next anniversary.
It makes a change from the Lilly Roma banner I've seen for months.
