I don't know much about that kind of thing, but if you have jpegs that run in a sequence, you could make a 'flick book' style gif...that might be cool!

As Skully said, its done from a sequence of pics Bree - not just one pic.
For example you could have a video of someone shaking their ass and take screen caps - say 2 per second for 5 or 10 seconds and then import those into a gif making application.
