U.K. Gives Age-Verification System the Green Light

LONDON — The House of Commons today agreed on final regulations necessary to introduce age verification for adult websites.

As part of the U.K.’s Digital Economy Act, commercial adult sites will be forced to show they are verifying users are over 18. Failure to do so could block companies from taking credit card payments or even see their sites blocked by ISPs in the U.K.

Today, Commons voted affirmatively on three statutory bills today that spell out commercial online porn regulations, BBFC guidance on service providers and BBFC guidance on AV solutions.

Margot James, a member of Parliament who is minister of the state Department for Culture, Media and Sport, spoke to the House of Commons on the measures that are set to go into effect before Easter.

James noted to Commons that the Secretary of State will be reporting back on the impact of AV within 12 to 18 months once the law is implemented and that a white paper on the scope of the new regs will be available in the early part of the new year.

She also said that the BBFC, known formally as the British Board of Film Classification, has a “century’s worth” of experience in overseeing film content and an adequate amount of resources to maintain enforcement.

James said that the new AV law “is not a total solution, and it is not foolproof. But it is a significant step forward” to protect children from exposure to pornography.

In the past two years, a handful of age-verification firms, such as like AVSecure, AgeID and others have started up to offer solutions as third parties to verify users’ ages.

Stuart Lawley, AVSecure’s CEO, told XBIZ that his company is pleased “that finally we have clarity on the process and certainty of the introduction timetable of AV.”

Lawley said that with the U.K. becoming the first country to introduce AV “many countries will follow and that in due course, robust, almost seamless, free age verification will become the industry standard not only in countries mandating it but also in other jurisdictions whereby the industry may choose.”

“Once they have seen how simple and frictionless AV can be, to voluntarily introduce AV as standard as good practice and to ward off unwelcome and perhaps unwieldy legislation affecting their businesses later,” Lawley said. “Responsible self-regulation has always been key to this."

He noted that AV’s roll out will be a gradual process and the U.K. will prove a sizable test bed for the various alternatives.

“We, of course, feel that the anonymous, credentialed token-based blockchain approach we are pioneering will satisfy all stakeholders whether their concerns are speed, cost, privacy or ease of use,” Lawley said.

“As a company not operating any adult sites nor with any affiliations to any providers or website operators, we feel AVSecure is ideally positioned to be the worldwide trusted market leader in the AV space and have structured our offering for global operation in due course."

AVSecure will be hosting a workshop at the 2019 XBIZ Show on Tuesday, Jan. 15, from 2-2:50 p.m.

Not nearly here at all, going to be around Easter which was announced about a month ago & will be gradually rolled out with various systems tested

Interesting to see how the free adult verification will be done. I’m for it as long as it’s done in a way that won’t damage the adult industry & over 18’s can still access porn sites etc whilst stopping under 18’s from seeing the sites

These new measures could catch out unsuspecting members of the public. I hope the Government intent to launch a publicity campaign and put up Government ministers on the TV and radio to explain how we're supposed to access porn post-April. The danger is that we'll all be so consumed by Brexit that this will catch people out.

no not in any form....
you have to agegate your internet connection already.
there is no need for this at all because its adressing a problem that doesnt actually exist in any meaningful way.
1100 kids in 2016 who were under social services were found to have mobiles that could access 18 rated content.
1100 out of 20 million children... thats not even 0.01%
but government thinks that making all adults responsable for the actions of these carers is a proportionate response...

fuck no it isnt. they aint my kids. i aint responsible for anything they do, there carers on the other hand are entirely responsible but they are the 1s making the complaints about a problem they created by not doing there jobs...

is this fair... FUCK NO!.

there is a simple solution to this if government want to block kids getting porn...
when a connection comes online, they put an age gate on with all the censors, everything the government want to stop children seeing.
the isp looks up your basic family info held by the local council. checking your name and age, any children in the home, youngest persons age.
if there are children in the home then that home gets limited age-gated internet until that child is over 18.
no ifs no butts.
that way the isp only needs to block connections to homes that have kids and not every 1 else.

if your over 18 and have kids in the house then you can then apply for agegate access.
but only on your logged parent in account that you and only you will log into.
that way if a kids gets access then its the parent who is held responsible. as it should be, as it was before the internet.
then when there are no kids in the home the isp removes the blocks completely if you want em to...

there is no need for any av solution for the entire country...
and no additional security or privacy risks because its only your isp handling your internet access.
also the fact you wont have a cookie thats being tracked by government or some other interested party, to every site you go to whether your in private filters are on or not.

most parents know what the internet is and do what they can to protect there kids. but they still take the age gate off because it impedes there own access to adult content.
close that option and you dont have to censor every 1 else that doesnt have kids in there homes.

this way adults can be adults on the internet.
and kids can have access when there old enough...
not the other way round where every 1 gets child friendly access and every adult regardless of having kids has to ask permission from the government to watch a bit of tits and ass.

If these are your genuine thoughts, then I couldn't disagree more. By its logical extension, TV should be censored by the Government to prevent 18 rated films being shown in any home where children live, as is Spotify to prevent swearing on records being heard, Tesco are sub-contracted by the Home Office to restrict the sale of alcohol to any parent of a child, and don't even try to by a hammer from B&Q if you've got kids.

Utterly preposterous. annoyed
