FIA are basically the governing body for World Motorsport. They run the major championships, set the rules etc. National bodies like the UK MSA have representetives on the FIA World Motorsport Council to put their views across. Bernie also has a seat on the Council.
Back in the days when Max Mosley was FIA President the line between him & Bernie was very blurred, but since Mosley "retired" and Jean Todt took over there has been a noticable separation.
Bernie is (or was) the F1 Commercial rights holder via Formula One Management (FOM). He negotiates fees with the circuits that want to hold a Grand Prix, looks after TV coverage, promotion of the championship etc. A few years ago he flogged most of his shares to a consortium of companies based in Jersey but he still runs the show on their behalf. The man is basically a very short-arsed Snake, which is to be expected for an ex Car Salesman
FOM are the company that provide the TV pictures we all see on race weekends, no matter what channel it's on. The different broadcasters (Sky, BBC etc) take the World Feed for on-track coverage and add in their own commentary, pit & paddock coverage etc.

Obviously it's aimed at generating extra interest towards the end of the season however you want to look at it.
So it boils down to the same shit that every sport gets fukked over by...

Maybe they all got super pissed on their Xmas do and came up with it then over a few tequilas and disco biscuits?
I'm all up for the extra action but it has to be fair and sensible.
Any retirements in that last race, would, or could be devastating and that's my biggest worry.If a driver should win in this way, he wouldn't get to feel the real feeling of achievement and success, so no wonder they're not up for it.They want to win fairly with no if's or buts, and i don't blame them.
