As eccles has already said, strictly speaking, simulating any sex act is prohibited, although some leeway may be given if it is not too lewd or protracted. Strictly speaking then, even the finger sucking to simulate oral is not really allowed, and the use of props would almost certainly lead to an investigation.
As for the fanny touching, my guess would be that this is an attempt to 'side-step' the rules. Touching with fingers closed would certainly involve touching the vagina which would cause an attack of the hot flushes at Ofcom HQ. By using split fingers, they could argue that the model is not actually touching her vagina, just the area around the vagina. It is similar to the old hand-thong, where Ofcom took exception to the girls actually touching their vagina, so it was OK to do a hand-thong so long as the hand was held away from the body slightly. Just another daft and arbitrary rule which the channels try to push to the limit.

Funny how rules are applied selectively by Ofcom.
Under the AVMSD (Audiovisual Media Services Directive 2010) directive, formerly known as TWF (Television Without Frontiers) 50% of broadcasts should be of EU origin. There are some getouts, "where practical" and "by appropriate means" but the top broadcasters should be able to achieve this without breaking into a sweat.
Although C5 exceeds this, Ofcom previously set the target at 40% and has only just increased it to 45%.
