Alternatively, he might have just seen a women he found attractive and sat opposite her in hopes, that's called nature and people wouldn't get together without someone (still normally the man) making the first move. Your friend was there so it would be unlikely he would have done something evil.

The rummaging and other stuff could have been his nerves. He may have been fearful to make a pass and was leaving it to you to make the first move. As men, we all know that a pass from someone they fancy is flattery and from someone they don't, harassment.
