And to answer your question: no, mate, you just need to put the "@user_name" in your tweet, usually at the front. Be aware everyone following the feed will see it. Use the Direct Msg option to send a message *only* to the other user.

A lot of the babes have too many fans following them to follow you back (all that means is your tweets and updates in their feed). Just follow the babe in question and click reply to their tweets to write a tweet to them. Or compose a new tweet and put "@user_name" with the babe's username to tweet her. All the ones i've followef are friendly and will tweet you back.
