No what I'm trying to work out is why mrmann thinks its inappropriate in the street but not on tv, afterall there's nothing offensive about a naked body.
Here's my last attempt:
You're at your house, and have an option of watching what you like, so, no big deal. If a child happens to turn to a channel, then it's not a big deal either, as nudity is natural, and sexuality is natural, and the naked people are inside of a TV set. It won't ruin a child's life. That child will also likely be in bed anyway, or their parents will have blocked the channels as well. Lots of "safe" options here.
Now, you're outside, walking around a street corner, only to happen upon a nude man or woman. You also happen to notice the lewd comments being said to him/her, as well as people gathering around them to get a closer look, take pics, maybe even touch depending on the person. Don't forget the people in their cars who aren't paying attention to the road, as well as all of the children who have to see UP CLOSE AND PERSONAL, somebody's naked body with all of the crazy people it is attracting. At least at a beach, a parent can tell their child what they might see, but they'd have no way to predict this would happen in any other public place, which means no safe barrier. Now while simple public nudity likely won't ruin anyone's life either, it's certainly without the safe barrier that a TV provides, because you are right there with them. While you have the option of turning and walking somewhere else, it's still a bit of a shock because WE ARE NOT BROUGHT UP TO LIVE OUR LIVES IN PUBLIC WITH NO CLOTHES ON, whereas on the babe channels, they are in a studio which is private, and though there are people around, it's no different then being nude in your own home.
Now, imagine you are in a crowded public place with lots of people, and in five places you have a naked woman masturbating, a naked man masturbating, two lesbians doing each other, two gay men doing each other, and a straight couple having sex. Imagine how different it would be to see that in real life infront of many other people, in comparison to having an option to see that on TV. Now like with the other examples, sure you can walk away, but do you really think that would be appropriate for display outside in public?
