Perhaps if you are a high profile politician who may face some scrutiny, perhaps if you are the chancellor who may face intense scrutiny, perhaps you should be seeking more professional advice than flash Larry the local estate agent!
Like maybe you could afford the advice of a more qualified property lawyer, or perhaps you, or someone in your team of paid helpers and advisors could just, maybe, contact the local council and ask nicely ...

Surely it's part of the letting agency's job to find out if selective licensing is required and let her know to apply. It's another absurd piece of inconsistent red tape, that needs to be done away with to be honest.

She campaigned for a licensing scheme in Leeds. A sensible person would wonder if a similar scheme applied in the area in which they were planning to rent out a house.....
